It would be neat if you got some amount of health back once you kill someone, so that you can't be cleaned right away, but you have a chance of running away.

Technically you're supposed to use your soups for that and you should have a chance to run away when doing it like that. I'll see what others say though. This shouldn't have anything to do with each other. When your combat timer gets removed after killing someone and then instantly /quit you'd more or less combat log from someone right next to you. This is something that would be quite dumb to change, just because people would "abuse" it and just quit after every kill and easily get out of more fights without any loss.
