Suggestion : Add the (PlayerWars Plugin)
Usage : /pwarps visit <playername>
Details : This plugin allows anyone to create his own warp by adding a SIGN wrote on it

Other player could see all created warps by using /pwarps, They could choose where to warp by reading the warp details, This plugin will players to make shops anywhere anytime.
Extra Details : I have found this plugin at alot of servers and players like it because it helps them buy different items from different players with different prices.

I believe player warps are already in survival as a premium feature to answer your first question about adding them. As for different players and different prices we have the warp spawn shops where all the player shops are in one general location.

 

We already have player warps thanks for the suggestion though !
