I mean how would they know? If axed disables it.Its not like they check every single minecraft server to check if they are following EULA rules
The thing is that before you run a server with the official minecraft server files.. before it starts up, there is a notepad file where they ask you to agree to the eula (like agreeing to the terms and conditions) only if you agree to the eula, only then the server will start up. When you agree to the eula it automatically keeps sending the info about the server statistics and payment info (like donations and stuff). If the server gets very high donations, then they check if the server is obeying the eula or not. There have been number of servers that dont obey the eula and get so high donations (even tho they have eula =true) cuz of being 100% p2w. Mojang notices this and then blacklists their server untill they stop their server from being p2w.
