Oh wow you are actually right, just checked the IPs and they are indeed hosted in france, and they are using OVH which is a great hosting provider, issue must be with your internet, I doubt OVH has any issues on their end, they are the most known/reliable hosting provider there is for minecraft servers/devs etc.

i reccomend changing the texturepack to anything then changing it back
sometimes the server world gets glitchy and you need to reload the chunks back

i was just gone for 2 months and the server just hates me i think its becoz i left her.. haha jk well im gonna be at forums for a while and find some other solutions for this

Maybe its where ur located has a bad connection to the server your internet doesnt matter your connection does.
