I do believe that many players have the same suggestions as you've stated, but I do believe there's reasons for some of your suggested.

1 & 2) Hoppers and the use of red-stone are delayed to prevent lag. Yes I understand the server lags, but that's all dependent on your play of device.

3) Extending the AFK timer to 20 minutes will only promote more afk-miners and that's a no-no.

4) 100 hoppers is a bit OP since hoppers in itself is pretty OP (even with the delay).

5 & 7) Adding in potions and /fly to the shop would make the /kit potion and the purchasable euro /fly before useless, thus making those who had purchased those items before "rage" since they would have wasted money.

6) I find the PvPmine a bit useless as well, but I like how much more bigger it is than /warp pvp and how it gives players a chance to get ores that aren't obtained from the cobblestone generator / shop.

Personally, I think resetting Skyblock as of now, is a no-no. As Silverfirez mentioned earlier, it'll be too soon and only deter players who have spent time on their islands, possibly leave. Yes, I understand many players are OP, but the thing is, they're a player just like you and I. Whatever they've achieved is within your reach as well. I personally prefer Skyblock over every other game mode because of that. The "top" player, if not consistent, won't sit on their throne for long.

I think it needs a reset. But not now. Maybe at the end of the summer.
