It's actually balanced. The special provides a combo of debuffs (like blindness, fire, slowness, etc.). In my opinion, it's better than the bow having just more damage. It's an element of surprise.

Honestly, it's overpowered, but the Archer's axe's weak damage balances the kit out and makes it fair.
