He wanted to report him for "Stealre"? or probably Stealer. He might have thought stealing in Annihilation is punishable but its not. Since the context was also not clear, Elphios may have decided not to punish him as it may be false. If the context was used to accuse and clear enough from the evidence provided, we'll punish the player.
