i think that once u reach a certain rank, u should be able to start flying with /fly. Once a player reaches Z or Free they should be able to start flying in Mines, Plots, CB's etc. the thing is, they cant fly forever. Once they have been in the air for like 60 sec they fall to the ground. but they can continue to fly once they are on the ground.
the timer between how long u can fly should increase once u rank up to p1 or p3

you can get a /fly command with a certain rank, that rank is called [Hitman]
