I suggest making golden shovel for free in /shop so new players can always get a claim tool.

A claimshovel is $100.
For every time you vote you get $1500

The problem is just that new players don't know where to get the claimshovel.

That's why there are info messages, telling u how to vote and that you receive rewards for it.

It's easy to earn $100 you just need to mine or find a good way to earn money.
No need of giving away free golden shovels. That might break the economy of survival. Or you can ask some nice people for $100 or a golden shovel.

 

Free golden shovel = free ingot from salvage.

Disagree, why would we give a free golden ingot to people? This kind of thing can be easily abused, plus $100 is really just a change money in Guildcraft. If you're new then you can break 50 cactus and sell them for $100 and there you have a spanking shiny shovel

Problem is all golden spades can be used as unclaim tools.

 

Literally when you type in chat "how to claim" a link appears and if you click it, it will redirect you to a video explaining you all there is to know. It's not hard. And voting can be explained just as easy. For example, a player asks: How do I vote? And you just have to tell him to do /vote

I think it would be too much of a headache to add a shovel to someone's inventory, like _Wolf suggested
