It's hard to tell whether he's hacking or not , yet if you look at video ( the time interval 0:22-0:29 in slow motion ) his hits are fishy , and his reach is suspicious ( 0:22 ) .

Thanks for the report, while i was about to check his history to ban him, i realised he reached his limit amount of mutes. Therefore he will be perm banned anyways.
