In my honest opinion, a shoutbox isn't that needed to the forums.
Cons:
[-] A shoutbox requirs more attention.
[-] It'll take posts away due to users talking in a shoutbox.
[-] People might abuse this by spamming staff for either an unban or unmute.

This is just my opinion.
